Changes to Market Supplements at HMP Elmley, HMP Swaleside & HMP Stocken
Due to the ongoing difficulty, HMPPS has in recruiting and retaining Prison Officers at HMP Elmley, HMP Swalaeside & HMP Stocken, HMPPS has announce that this morning HM Treasury have approved changes to the band 3 F&S Market Supplements.
Both HMP Elmley and HMP Swaleside have been upgraded from Red to Red plus, which will increase the supplement from £2,000 to £3,500 per year.
HMP Stocken will become a Red site, with a new £2000 supplement per year.
SSCL are seeking to implement these changes as quickly as possible and will provide further updates when staff can expect to see the extra pay in their wages the changes will be effective of 1st August 2023.
This change is applicable to all Operational Band 3 officers on the fair and sustainable contract.

The award only relates to Band 3 prison officers under F&S conditions; therefore, it will not apply to closed grade staff at these sites.
Closed grade staff’s terms and conditions remain unaltered at these three sites.
When will the new market supplement changes be received in pay packets?
Shared Services hope to implement these changes to market supplements soon as possible but will be effective of 1st August 2023.
How long will market supplements remain in place at these three sites?
Market supplements will remain in place at least until the end of March 2024. Renewal of this arrangement will be subject to HM Treasury agreement in Spring 2024.
